Memorandum of Understanding Signed Between the Ministry of Science's Cultural Department and the University of Kurdistan to Host "Rooiesh 13"

In a strategic move to bolster the cultural and social ecosystem of universities and to support the creative engagement of students, a Memorandum of Understanding (MoU) for the organization of the 13th National "Rooiesh" Festival was signed between the Ministry of Science, Research, and Technology and the University of Kurdistan, the designated host institution.

According to the University of Kurdistan Public Relations Department, quoting the Ministry of Science’s Cultural Deputy, the MoU was formalized in the presence of Dr. Vahid Shalchi, Deputy Minister for Cultural and Social Affairs of the Ministry of Science, and Dr. Adel Siosemarde, President of the University of Kurdistan. The agreement outlines the necessary executive, thematic, and logistical frameworks for this prestigious national event.

During the signing ceremony, the Deputy Minister for Cultural and Social Affairs highlighted the Rooiesh Festival as one of the most significant arenas for the manifestation of students' cultural and social identities. Dr. Shalchi remarked: "The cultural, artistic, religious, and social associations of universities are strategic assets of the higher education system. The Rooiesh Festival provides a platform for synergy, the exchange of successful experiences, and the strengthening of students' social responsibility on a national scale." Emphasizing the Ministry’s commitment to targeted support for student initiatives, he added that the 13th edition will place special focus on networking between associations, problem-oriented cultural activities, and the introduction of innovative models in university cultural management.

The President of the University of Kurdistan expressed his gratification regarding the hosting of the event and underscored the university’s full readiness to provide the required executive and scientific infrastructure. Dr. Siosemarde stated: "Hosting 'Rooiesh 13' is a valuable opportunity to showcase the cultural capacities of the nation's universities, develop inter-university interactions, and strengthen the university's role in addressing social needs."

The National Rooiesh Festival stands as the largest gathering of cultural, artistic, social, and religious associations from universities nationwide, aimed at showcasing student achievements, promoting cultural participation, and forging effective links between the university and society.
